Unruly Scooter Rider Hits a Pram Print E-mail

According to eye witnesses a scooter driver hit the side of a baby’s pram while overtaking it late last week. 

The accident took place on a pedestrian and bicycle path between Jylkynkangas and Oinaansuo. The girl riding the scooter didn’t stop. Both the grandmother and the two-year-old baby were knocked over by the impact but the baby was strapped to the seat and neither received serious injuries.  This should give another boost to the discussions about the seemingly never ending conundrum where the right place for scooter riders is – on the pedestrian and bicycle path or on the road?

Mopeds on paths
OK, I'm a moped rider, and I'm very grateful to be able to ride on the permitted pavements. Heck of a lot safer than the road. In fact, I can travel from West Tuira to OAKK without needing to use a road, except to cross it (and the 20 metres to school). 
One thing, though. I've tried to find a regulation on the speed limit on footpaths. Seems there isn't one. Mopeds can do 45km/h - maybe a bit more, which seems stupid on a pedestrian way - especially populated by phone-using folks, who seem to have zero spatial awareness. 25 is what I blast along at, 'cos that's about cyling speed, and I've got far better braks than the usual bike. 
Anyone know how fast I can travel, particularly as I suffered the ignominity of being overtaken by an invalid's 3-wheeler...?
