Local social and health services are provided primarily for the residents of
Oulu. However, everyone is entitled to emergency care. In
addition to the municipal health centres, there are private medical centres,
which you can find in the telephone book.
Everyone within the social security system of the European Union has the
right to receive immediate care. This refers to situations where the patient
cannot be expected to return to his/her native country for treatment.
If a citizen of any European Union country is a resident of Oulu and
receives his/her main income in Finland, he /she will be covered by Finnish
health insurance and will also be entitled to all necessary treatment. Status
of residence will be checked in the Oulu Register Office.
Regional social and health services include health care, social services
(social assistance) and children's day-care. Centralized health services
include hospital and institutional care, mental health care, youth and foster
care, occupational and student health services, dental care, social welfare of
the disabled, and medical rehabilitation, to which all residents of Oulu are
entitled.
